Does this include the DLC fighters?

No. This is the Standard Edition, which is the base game with the 18-fighter launch roster and all three modes. The extra fighters added after launch, such as those in the Year 1, Year 2, and Year 3 Character Passes, are sold separately and aren't included in this code. You can add a Character Pass later if you want the newer fighters, and it will attach to the same game on your account.
